For many, the 1st seat is the highest honor possible within the academy. The members of the council are ranked from 1st seat to 10th seat, with the 1st seat being the best student in the entire academy. This is incredibly risky, though because the Elite Ten seats carry a tremendous amount of influence and great reputation, should a challenger lose the Shokugeki, even expulsion from Tōtsuki will not be enough to compensate the wager of a the council seat. The second method that one can use to become a member of the Ten is to win the council seat from one of the current members in a Shokugeki. Academic grades and performances in certain events, such as the Tōtsuki Friendship and Rapport Training Camp and Stagiaire, and most importantly, their Shokugeki records, have also been major factors for the selection of council members. Their job is to scout any student in the academy who possesses exceptional will, determination, and drive to improve their cooking to the highest level. The first method is to be recognized as one of the ten best chefs among Tōtuski's student body by an Elite Ten review committee. There are two ways that a Tōtuski student can become a member of the Elite Ten Council. The Elite Ten even have their own Shokugeki arena, The Chandra's Room. The extent is shown through Rindō Kobayashi and Megumi Tadokoro, who have both used this power to travel the world to exotic locations for the sake of improving their cooking. They are also given a large budget for them to utilize for any conceivable reason, as long as the purchases are related to cooking and/or food research. The council can even overrule the descision of the school director, if the majority of the council votes to do so.īecause of their status in the academy, they have certain freedoms when carrying out personal projects, such as Erina Nakiri's kitchen expansion project, which resulted in the demolition and disbanding of many of Tōtsuki's culinary research clubs. Even the teachers have to do as the council desires. The council has a very high level of authority in Tōtsuki affairs, second only to the school director. Many are even well known within the cooking industry for their contributions to the culinary world, despite their youth. Council members are considered master level chefs, often of their own specialties, but are known to be extremely flexible, showing great skill outside of their own cooking forte. The Elite Ten is comprised of the ten best student chefs in the entire academy, regardless of what grade they are in. The Tōtsuki Elite Ten Council is an illustrious group of students in Tōtsuki who make up the student council.
